LEPP Application Process

There are several steps that an organization must take in order to participate in the Limited Excess Property Program (LEPP):

Register as a PVO.

Submit an application by the Participation Request  deadline.

Technical Evaluation Committee reviews and makes a final decision on each application.

PVO receives approval/denial.

Approved PVOs sign official Transfer Agreement with the Office of Local Sustainability (LS).

Once accepted, a PVO representative is required to attend a mandatory LEPP partner training in Washington, D.C.

An organization must first be approved as a Private Voluntary Organization (PVO) with USAID. (Please Note: the registration process may take up to 6 weeks).

Once approved, the organization must participate in the next Request for Participation.

The Technical Evaluation Committee (TEC) will review all submitted applications and a denial/approval letter will be sent to all applicants notifying them of the TEC panel’s final decision.

After approval into the program, PVOs will sign an official Transfer Agreement with USAID.

PVOs are required to attend a mandatory LEPP partner training.
