Julie Koenen is Senior Deputy Assistant Administrator in the Conflict Prevention and Stabilization Bureau (CPS). Prior to this appointment, she has served as Mission Director to Pakistan, Deputy Assistant Administrator in Africa Bureau, Director of Africa Bureau's Office of Sustainable Development, Deputy Mission Director for USAID/Nigeria, Director of the Office of Vulnerable Populations for USAID/Colombia, Director of Democracy and Governance for USAID/Pakistan, Acting Deputy Mission Director for USAID/Pakistan, Senior Development Adviser to the Special Representative for Afghanistan and Pakistan, Director of the Office of Democracy and Governance for USAID/Iraq, and Country Program Manager for USAID/Sierra Leone. She is a Senior Foreign Service Officer with a rank of Minister-Counselor.
Prior to joining USAID, she worked 11 years as senior project director for Management Systems International, an international development-oriented consulting firm specializing in governance, monitoring and evaluation, and development management. Her undergraduate degree is in International Relations and her graduate studies were in Public Management. She is a native of California.
