This project focuses on commercializing electricity distribution services in Kandahar Province and building the capacity of the national electricity utility, Da Afghanistan Breshna Sherkat (DABS) Kandahar to operate on a full cost recovery basis. USAID, the World Bank, and other international donors have worked closely with Afghanistan’s government to establish DABS as a commercialized, public entity able to increase available electricity for Afghan homes and businesses. Improved commercial performance, through increased cost recovery and reduced losses, will minimize the need for subsidies to offset the high cost of production, inadequate cost recovery, and poor commercial performance, and will reduce the DABS Kandahar heavy dependency on Ministry of Finance fuel subsidies.
