To address Afghanistan’s lack of critical infrastructure, USAID implements infrastructure projects to support economic growth, promote national integration and security, and facilitate the delivery of government and social services, while strengthening Afghan public and private sector capacity to build, finance, operate, and maintain infrastructure.  Given the complexity and geographic dispersion of the infrastructure projects, USAID uses the Human Resources and Logistical Support (HRLS) project to provide technical and logistical support for its programs.  HRLS supports the design, implementation, and construction monitoring of USAID’s infrastructure projects in the roads, energy, and building sectors.  The project’s flexibility allows USAID to respond quickly to requirements necessary to support infrastructure development.
