Description of Organization: The incumbent serves as a Program Officer on the Program Team located within USAID’s Democracy, Human Rights, and Governance Center (DRG Center) located in the Bureau for Development, Democracy, and Innovation (DDI). DDI/DRG provides leadership and oversight for DRG programming, and provides technical expertise and guidance to USAID field Missions. The DDI/DRG Program Team provides policy and technical guidance and direction for DRG activities and coordinates the development and presentation of the DDI/DRG's programs; administers the budget; monitors the performance of the strategic objectives and operating plans; and oversees Agency democracy, human rights, and governance databases. The functions of the Center are contained at ADS 101, Organization.

Description of Position: The incumbent serves as a Program Officer on the DDI/DRG Program Team. As part of the Program Team, the incumbent will provide programmatic leadership and advice on the planning, design, and monitoring of centrally managed DDI/DRG projects, grants, and contracts. The incumbent will be responsible for drafting guidance documents, toolkits, and other products to disseminate best practices in program planning, design, and monitoring for use by DDI/DRG. The Program Officer will assist in the development of the annual budget formulation, justification and execution process; facilitate the design and procurement of new activities; provide advice and assistance relating to procurement and program-funded staffing; and participate in analyzing program performance data to identify trends. The incumbent will report to the Program Team Leader. 

Qualifications:

  • Must be a U.S. citizen.
  • Must have one year of specialized experience equivalent to the next lower grade level (FS-03) of this position. Examples of specialized experience include: 
    • Provides support and assists project manager(s) in the routine aspects of centrally managed projects, grants, contracts, etc., for development programs and projects;
    • Participates in activity design activities; and
    • Assists in maintaining an established budget tracking system for the managed portfolio, and assists in preparation of required budget planning and reporting processes, etc., or comparable budget exercises.
  • Must be eligible to obtain and maintain a Secret security clearance.
