Hanh Nguyen is a United States Foreign Service Officer presently serving as the Deputy Mission Director for the U.S. Agency for International Development (USAID) in Cambodia. Prior to Cambodia, she was part of the leadership team to establish the Regional Platform for the Middle East and North Africa in Frankfurt. Ms. Nguyen provided operational and management support to limited, non-presence and nascent operating units in the Middle East and North Africa. She assisted the establishment of a USAID Mission and negotiated its first ever bilateral assistance agreement with the Government of Tunisia. She also oversaw legal and policy guidance in her capacity as the Senior Resident Legal Officer and counseled on wide ranging matters, including bilateral agreements, relations with host countries, cash transfers, investment and financing initiatives, terrorist financing risks and ethics. She has served as Legal Adviser to USAID/Serbia, Montenegro, Macedonia, Bosnia, Egypt, Lebanon, Syria, Yemen, Libya, Tunisia, Morocco and Iraq.

Prior to joining USAID, Ms. Nguyen worked as a trial attorney for the American Civil Liberties Union representing prisoners and detainees to seek remedy for inhuman detention conditions. She also worked as a Prosecutor at the United Nations International Criminal Tribunal for the Former Yugoslavia in The Hague on the largest genocide and crimes against humanity trial at the tribunal. Before going off the beaten path, she was an attorney at Thelen Reid & Priest in San Francisco and served as a judicial law clerk to an Appeals Court Justice in Boston.

Ms. Nguyen holds a J.D. and an M.S.W. in Social Policy from Boston College and a B.A. from Brandeis University. She has published on topics relating to environmental law and human rights law and taught international human rights law as an Adjunct Professor at Boston College Law School.
