Remarks to Press

This is my first trip back since 2015. Obviously, a lot has changed. Many of the reforms that were quite nascent back then have kicked in. And, obviously, the war has come to Kyiv – Putin’s invasion –  the horrific atrocities that have devastated so many communities in Ukraine. So, the resiliency of the people: completely inspiring; the devastation wrought needlessly by Putin and his forces: heartbreaking – those are my initial impressions.

Today in Ukraine, Administrator Samantha Power announced a $55 million investment in Ukraine’s heating infrastructure to aid the country’s preparations for winter amid the Russian Federation’s brutal war. This assistance will support repairs and maintenance of pipes and other equipment necessary to deliver heating to homes, hospitals, schools, and businesses across Ukraine.

USAID announced it will partner with the Federal Trade Commission (FTC) to launch a new initiative that will help protect consumers and increase competition in countries across Africa. This initiative will strengthen legal and regulatory frameworks and the institutional capacity to ensure that the benefits of the digital economy are not undermined by anti-competitive, unfair, or deceptive practices.

On September 28-29, 2022, during the first-ever U.S.- Pacific Island Country Summit hosted by President Biden, Secretary of State Blinken announced that the U.S. Agency for International Development (USAID) will expand its presence and programming to benefit Pacific Islanders by re-establishing its regional mission for the Pacific in Fiji and elevating its presence in Papua New Guinea to a Country Representative Office, subject to Congressional notification.
