Statement by Administrator Samantha Power

On Friday, President Biden sent to Congress 10-year plans to implement the U.S. Strategy to Prevent Conflict and Promote Stability with partners around the world: Haiti, Libya, Mozambique, Papua New Guinea, and the Coastal West African countries of Benin, Côte d’Ivoire, Ghana, Guinea, and Togo. These plans offer a roadmap, tailored to each country, of sustained, coordinated actions that will help address the root causes of conflict and build peace. USAID is eager to implement these plans in close partnership with our U.S. government partners, our partner country governments, and the local leaders and stakeholders who are best positioned to drive effective and long-term change in their communities.

These plans arrive at a time when we are experiencing historic levels of conflict-fueled displacement, food insecurity, and humanitarian needs across multiple regions, worsened by climate change. These conditions serve as enablers for corruption and exploitation, which can in turn lead to conflict. Instead of waiting for instability to escalate into conflict and then reacting after the fact, the 10-year plans establish tools for us to work with partners to proactively address root causes and prevent conflict before it starts. 

These peacebuilding efforts will be driven by our local partners around the world. We know that amplifying marginalized voices and improving governance is essential to promoting stability and prosperity. So the 10-year plans have been shaped by unprecedented collaboration and hundreds of consultations, not just across the U.S. government and Congress, but with partner government representatives, community leaders, women's organizations, youth coalitions, academics, faith leaders, and LGBTQI+ advocates. Critically, the plans recognize that it’s time to shift power and trust to those most directly impacted by problems to guide us to solutions. 

I’ve said before that just as all benefit from peace, all must help to create peace. Today, we invest in global peace and security, hand-in-hand with our partners, and step toward a more democratic and peaceful world for future generations.
