The U.S. Agency for International Development (USAID) is pleased to announce that the Agency earned an overall “A” rating on FITARA 13.0 Scorecard, released today by the U.S. House of Representatives Committee on Oversight and Reform. FITARA is the Federal Information Technology Acquisition Reform Act, which is legislation that was passed in 2014 to modernize the Federal Government's IT. Since the law's implementation, the Committee and the Government Accountability Office (GAO) have worked together to release a scorecard that assesses agencies' FITARA implementation efforts every six months.

USAID is honored to be the only Federal agency to receive five “A” ratings since the first Scorecard was published in November 2015 (prior A ratings were awarded on Scorecards released in Jan. 2017, Nov. 2017, Dec 2019, July 2020). Additionally, USAID was the first agency to receive an “A” rating since the Scorecards began in November 2015.

USAID consistently has received A grades for incremental development, transparency and risk management, data center consolidation and optimization, and software licensing. USAID has been at the forefront of many IT modernization initiatives such as early adoption of cloud collaboration technology and fully adopting the Federal Government’s Cloud First policy.

All software development at USAID is done using the agile development methodology, which allows us to effectively move to new, modern solutions, in many cases much more rapidly than other Federal departments that are weighed down by aging systems and infrastructure.

USAID’s leadership in this field has been driven by our global mission on behalf of the American people to increase our mobility and efficiency through improved management effectiveness and innovation, and we are so pleased with this recognition.
