As Putin’s brutal invasion of Ukraine enters its second year, the United States government remains committed to helping the Ukrainian government maintain the stability and operation of its electricity system amid relentless and brutal attacks on critical infrastructure by Russian forces.

The United States, through the U.S. Agency for International Development (USAID), plans to work with Congress to provide $250 million to the Government of Ukraine to address immediate needs created by the war, enabling Ukrainian citizens’ continued access to basic necessities like electricity, heat, and water. These funds will strengthen Ukraine’s energy system ahead of the next heating season and beyond. USAID’s efforts are also closely coordinated with the international donor community, ensuring that U.S. assistance is directed at the areas of highest immediate need and leverages USAID’s expertise, including through the continued support of Ukraine’s long-term modernization and integration with the European power system.

This assistance builds on the $270 million the United States has committed to bolster Ukraine’s energy security over the last year and to help mitigate the impact of the Kremlin’s unprovoked and unjustified war. The United States is committed to helping Ukraine defend its sovereignty and territorial integrity against the Kremlin’s aggression and, ultimately emerge strong and capable of continuing to advance as a sovereign, independent, democratic, and prosperous society free to choose its own future.
