Today, the U.S. Government underscored its unwavering support for a strong, prosperous Ukraine, secure in its borders, and a Europe whole, free and at peace. U.S. Embassy Kyiv Chargé d’Affaires Kristina Kvien signed a Memorandum of Understanding with the governments of the United Kingdom, Canada, Sweden, and Switzerland to launch the new Partnership Fund for a Resilient Ukraine. The U.S. Government, through USAID, plans to contribute up to $10 million to the Fund over the course of three years to bolster the resilience and perseverance of communities in eastern Ukraine in the face of Russia’s aggression.

This initiative, led by the United Kingdom, will work alongside Ukrainian government ministries and local communities to improve the delivery of public services and to generate economic opportunities in eastern and southern Ukraine, the areas of the country most affected by Russian aggression. The impact of the new fund will build upon USAID’s overall support for an independent, democratic, prosperous, and healthy Ukraine.

Since 2018, USAID has provided over $125 million to help improve democratic governance and economic resilience in eastern Ukraine, including support for private sector businesses and strengthening local government service delivery for internally displaced persons.

USAID partners with a range of UN and NGO partners to assist Ukrainian communities affected by the conflict. These existing relationships and the new partnerships facilitated by this MOU will enable USAID to more quickly adapt and expand humanitarian and development assistance should conflict escalate.
