On December 2, Administrator Samantha Power met with Ukraine’s Vice Prime Minister Mykhailo Fedorov to discuss USAID’s support for Ukraine's digital transformation to enhance the resilience of the Government of Ukraine and ensure uninterrupted access to online government services in wartime for its citizens. During the meeting, Administrator Power affirmed that USAID considers digital development a fundamental component of all development and humanitarian assistance.

The Vice Prime Minister, who also heads Ukraine’s Ministry of Digital Transformation, outlined opportunities for future collaboration in this area that would build on the support for digital transformation that USAID initiated following the 2014 Revolution of Dignity.

Administrator Power recognized the resilience of Ukraine’s digital ecosystem during the war and noted that the investments the Ukrainian government made ahead of Russia’s full-scale invasion – many with USAID support – have enabled Ukraine’s digital infrastructure to stand strong despite unrelenting cyber attacks. They also discussed how digital tools will enable Ukraine’s recovery and reconstruction needs today and into the future. They further explored possible avenues for bringing the digital successes of Ukraine – a longtime leader in providing digital services to its citizens – to other partner countries eager to accelerate their own digital transformation. Such digital services – as illustrated for Ukraine through their DIIA app – are a foundational component to socio-economic growth, democratic strengthening, citizen engagement and greater transparency.

This meeting is part of a larger working visit of Ukrainian government officials to the United States to strengthen the partnership between the Ukrainian and U.S. IT and cybersecurity sectors.
