Community-Centric Early Warning System for Reducing Risk of Hydrometeorological Disaster

OVERVIEW

USAID’s Precipitation Risk Early Warning System knows that riverside communities are exposed to flooding due to increasingly intense precipitation, exacerbated by climate change. This is why the activity is implementing early warning systems and providing local governments assistance to implement disaster risk reduction measures. 

HIGHLIGHT

USAID’s Precipitation Risk activity is creating a flood early warning system in Sindhupalchowk District to alert communities near the river. The communities receive a warning text message based on forecasting systems which also trigger local authorities to place Nepali relief workers on standby so they are ready to respond as needed.

USAID Partners with the Government of Nepal to Save Lives: 

USAID is supporting the Government of Nepal in delivering on its commitment in the 2017 Disaster Risk Reduction and Management Act to reduce flood and landslide risks across the country. USAID is also contributing to the government achieving its vision for the 2015-2030 Sendai Framework for Disaster Risk Reduction by sustainably increasing the availability of early warning systems and disaster risk information. 

USAID Bolsters Local Government’s Disaster Response: 

USAID is working directly with local governments to demonstrate how meteorological information can be integrated into their planning processes and standard operating procedures. These exchanges also reinforce local and provincial government officials’ roles and responsibilities for disaster risk reduction and management. 

USAID Builds Resilience in Flood-Prone Communities: 

USAID is registering communities in flood early warning systems while also organizing mock drills to demonstrate what actions should be taken following an imminent flood alert. This includes the creation of special community task forces to manage first aid, rescue, and rehabilitation responsibilities, which are closely coordinated with the local government to minimize confusion and delays after a major flooding incident occurs.
