In 2019, USAID began partnering with the Moroccan Ministiry of Edcuation (MOE) to launch the five-year Higher Education Partnership for Morocco program, which aims to assist the MOE in the implementation of a then-newly adopted law designed to improve pre-service training.

Cooperatives play a vital role in Morocco’s national economic and social development and the fight against poverty. Tragically, cooperatives have suffered significantly from the negative economic impact of the COVID-19 crisis. Most of Morocco’s 28,000 cooperatives and micro-initiatives were forced to halt or slow their income-generating activities, affecting close to 600,000 members and employees who directly benefit from cooperative activities. As a result, there is an urgent need for economic relief interventions.

USAID supports youth employability while addressing road safety challenges through the establishment of the Academy for Safe Truck Driving (ACCES). ACCES aims to help narrow the skill shortage in the road transport sector by providing courses on safe and defensive driving, fuel efficiency for various types of trucks and buses, and soft skills, such as professional communication and customer service.

USAID/Morocco is at the forefront of locally led development within the Agency, finding ways to succeed with a limited budget in a diverse and complex development context. In 2015, it became one of the first Missions involved in the Local Works Program, a USAID initiative that provides funds to Missions to pursue locally owned programming and innovative operational approaches. This brief provides a summary of USAID/Morocco’s experiences to date with locally led development, lessons learned, and recommendations based on its experience.

USAID addresses gender as a cross-cutting theme, focusing on women’s political and socio-economic inclusion. Nearly every USAID/Morocco activity addresses gender, and most include significant gender components. As a best practice,gender considerations play an important role in selecting implementing partners, hiring staff, selecting project beneficiaries, and monitoring and evaluation activities. Training opportunities are designed for gender parity and are organized at convenient times and locations to maximize the participation and voice of female participants. In addition, USAID actively promotes female participants as role models through social media, videos, and success stories that include women in non-traditional roles. USAID programs also advance women’s socioeconomic and political empowerment through tailored capacity-building approaches, advocacy- and awareness-raising actions with public authorities, and leadership-promotion initiatives.
