The Development Specialist (Communications) will be a member of the Program Office, providing key support to the Development Outreach and Communications (DOC) team, whose primary objective is to generate greater public awareness about, and support for, U.S. assistance to Moldova. Other responsibilities include: writing/editing Mission communications (in collaboration with the respective technical offices) to various external audiences; developing, monitoring, and improving Mission outreach tools, including social and digital media; planning, scheduling, and executing public events and activities; and providing media and communications support for high-level visitors. The Development Specialist (Communications) will also work closely with technical teams in support of core Program Office functions, including project and activity design and knowledge management and research. The incumbent will be responsible for supporting project design and implementation, including conducting analysis and market research and helping draft project appraisal documents and statements of work.

The Development Specialist (Communications) will interact on a regular basis with the U.S. Embassy Public Affairs Section (PAS) and other sections within the U.S. Embassy to ensure that coordination with USAID activities. On an ad hoc basis, s/he may also serve as a liaison with other USAID colleagues, including the Legislative and Public Affairs Bureau (LPA) in Washington, D.C.
