Enabling USAID Missions to solicit, co-create, and fund innovative approaches to locally led development.

USAID’s Locally Led Development Annual Program Statement (APS) is a mechanism for USAID Missions and other Operating Units to facilitate assistance awards to local and non-traditional partners for innovative, adaptive, and locally led development approaches. The Locally Led Development APS is managed by USAID’s Local, Faith and Transformative (LFT) Partnerships Hub.

Who We Work With

USAID MISSIONS (COUNTRY OFFICES)

USAID Missions (Country Offices) and Operating Units (OUs) may issue addenda under this “umbrella” APS to solicit, co-create, and fund a wide range of flexible and innovative approaches to locally led development related to their specific priorities, objectives, and programs. By restricting eligibility to local organizations that do not already do significant business with USAID, the APS streamlines the solicitation process for awards that advance local leadership. Missions/OUs make and manage all awards under the APS. 

How the Program Works

Please note that the Locally Led Development APS does not serve as a general solicitation for submissions from the public. Instead, interested applicants must respond to specific addenda that may be issued throughout the year by USAID Missions and Operating Units. When these addenda are added to the APS, they will be posted here under the "Related Documents" tab.  Please check the page periodically for opportunities that may be relevant to your country and focus areas.  When relevant opportunities are posted in your country, local organizations that have received less than $5 million in the past five years from USAID will be eligible to apply directly to the specific USAID Mission/OU that issued the addendum.  When these addenda are added to the APS, they will be posted here under the "Related Documents" tab.
