The Limited Excess Property Program (LEPP) provides Private Voluntary Organizations (PVOs) access to federal surplus property to support their humanitarian and development projects abroad. LEPP utilizes an innovative model of recovery and reuse of surplus property to support various development projects that promote sustainability in USAID partner countries. A main function of LEPP is to help ensure that the transferred property is appropriate for the intended use and is safely utilized by the program’s development partners.

LEPP also supports U.S. public diplomacy efforts by providing donations on behalf of the American people to communities in need. The program helps our current partners build productive and collaborative relationships with host-country government institutions, the private sector, and civil societies. This strengthens the relationship between the people of the United States and the developing nations where LEPP programming is implemented.


Since 1987, USAID’s LEPP has leveraged approximately $1 billion worth of federal surplus property to help build and strengthen local capacity in over 70 countries in Africa, Asia, Eastern Europe, Latin American, and the Caribbean.

LEPP partners have used federal surplus equipment and supplies to outfit hospitals, clinics, group homes, infant feeding centers, colleges, vocational facilities, and schools. In doing so, partners have augmented the impact of their development projects in the communities they serve. Furthermore, USAID Missions have utilized property acquired through LEPP for disaster response, capacity development, and to support local programs.

How the Program Works

USAID has special authority under Section 607 of the Foreign Assistance Act to provide Non- Governmental Organizations (NGOs) who are recognized as Private Voluntary Organizations (PVOs) access to the excess property programs of the General Services Administration (GSA) and the Defense Logistics Agency (DLA) Disposition Services.

LEPP collaborates with the GSA and DLA to provide PVOs and USAID Missions access to quality government surplus property. All surplus property is vetted prior to acquisition. The Department of Defense, federal agencies, and state agencies are given priority when acquiring property for reuse.

Annual Transfers

In fiscal year 2022 (FY 22), LEPP successfully transferred over $32 million worth of federal surplus property to 17 countries where USAID provides humanitarian aid, disaster relief, and development assistance. The property transferred included medical, dental, and lab equipment; hygiene supplies; personal protection equipment (PPE); computers and cellular phones; and clothing items. Faith-based partner organizations accounted for approximately 72 percent of these transfers. The surplus property donated supports global health systems strengthening, humanitarian assistance, and educational programs.

A breakdown by region indicates federal surplus property worth $13,767,790 supported regions in Latin America and the Caribbean. Recipients included El Salvador, Guatemala, Honduras, Jamaica, and Peru. Asia received $2,574,655 worth of surplus property which benefited rural communities in Pakistan and the Philippines. Eastern Europe received $2,839,279 worth of medical equipment for distribution to Ukraine. Burundi, Ethiopia, Eswatini, Ghana, Kenya, Niger, Rwanda, Tanzania, and Zambia received $13,591,793 worth of surplus property. Latin America and the Caribbean was the largest recipient of federal surplus property in FY 22.

Currently, there are 16 PVOs participating in LEPP alongside 25 USAID Missions.

How to Participate in the Program

LEPP is now soliciting applications for its 2024–2027 Program Cycle. To participate in LEPP, an applicant must provide audited financial statements for its most recently ended fiscal year or the prior fiscal year. Applicants must also meet the Private Voluntary Organization (PVO) self-certification criteria and complete and submit a PVO self-certification form as part of their application package. Completion of this form solely indicates that the organization meets the conditions as a PVO. Once self-certification is complete, PVOs who wish to apply to the program in 2024 must participate in LEPP’s competitive application process as follows:

  • Step 1 – Applicant submits PVO self-certification form and audited financial statements along with the LEPP Application by the participation request deadline.
  • Step 2 – Selection Committee reviews and makes a final decision on each application. PVO receives a notification of approval or denial.
  • Step 3 – Approved PVO signs official Transfer Agreement with the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI)/Local, Faith, and Transformative Partnerships (LFT)/American Schools and Hospitals Abroad (ASHA) Initiative.
  • Step 4 – Approved PVO participates in LEPP’s 607 Determination training via webinar. Program participation is contingent upon obtaining an approved 607 Determination from the country to which the PVO plans to transfer surplus property.
  • Step 5 – PVO attends mandatory in-person (or virtual, depending on the evolving federal and state guidelines on COVID-19) training in Washington, D.C.
