As a child growing up in the tiny village of Baydala in northern Kazakhstan, one of Mariyash Salimgereyevna Zhakupova’s daily chores was cleaning the family’s kerosene lamp. To her small hands, it was heavy and sticky, but it had to be done, for it was the family’s only source of light once evening fell.

Elena (name changed) is 35 years old and lives in Ust-Kamenogorsk, a city in East Kazakhstan.

Ust-Kamenogorsk or Öskemen city, is the capital of the East Kazakhstan region. It lies in the foothills of the Rūdnyy Altai Mountains and at the junction of the Ulba and Irtysh (Ertis) rivers. Founded as a Russian fort in 1720, it later became a center of trade with Mongolia and China and the gateway to the mineral wealth of the Rūdnyy Altai. Ust-Kamenogorsk is now a major mining hub in Kazakhstan.

When Nursultan, a young boy with cerebral palsy, attends communication courses, his mother, Zhanna, joins him—not to wait while he learns, but to participate in her own skill-building courses. Both mother and son are honing new talents with the assistance of Batyr, a civic organization and a member of USAID’s Social Innovation in Central Asia Institutional Development Program. The 14-month program is designed to empower established and new civil society organizations through a series of tailored assessments and targeted assistance from Central Asian experts in organizational capacity building, long-term strategy development, workforce development and relationship building with key constituencies and other stakeholders.
