BACKGROUND

Women are an untapped resource for Jordan. Despite high education levels, the country has some of the lowest indicators in the world for female labor force and civic participation, productivity, and gender equality. Less than one-fifth of Jordan’s women are engaged in the formal workforce. Social norms discourage women from working and there are limited support services, such as transportation and child care, to enable their economic participation. Few women assume leadership roles in the private sector and government.

PROJECT OVERVIEWS

The USAID Women’s Economic Empowerment and Leadership Activity will strengthen the enabling environment around women’s waged employment and improve their access to employment in the private sector. The project will also identify and improve women’s pathways to leadership positions in both the private and public sectors. To achieve these objectives, the project will leverage and support champions at the policy, community, private sector, and individual levels to form a complex, interlinked, mutually reinforcing sphere that will improve access to jobs, enhance more equitable workforce environments, and create more equitable social norms. 

EXPECTED OUTCOMES

  • Transform sociocultural norms that hinder women’s workplace entrance and advancement, promote and sustain women’s economic empowerment, and promote policies and practices that support women in the workforce.
  • Develop awareness-raising campaigns to share and disseminate successes. Utilize a range of media to reach diverse groups, including private-sector stakeholders, policymakers, religious and community leaders and women in various roles and industries to build women’s confidence to seek leadership positions.
  • Deconstruct workforce, community, family, and policy barriers to women’s workforce participation in sectors and geographies identified as promising employment areas for women.
  • Support the Jordan National Commission for Women to establish a Workforce Policy Lab and work with the Ministry of Labor to routinely engage private and public sector partners and key influencers from communities in planning for change.
  • Generate and share evidence, such as a gender and social norms analysis and an employability gap mapping, to inform implementation, form a baseline for learning, and support the development of appropriate products and services to incentivize women’s employability.
