BACKGROUND

Jordan’s current political and economic challenges stem from several factors that have created tension in the citizen-state relationship. A weak public sector, uneven application of rule of law, and poor communication between the government and the public have increased disillusionment with the government and stagnated economic growth. These challenges significantly hinder the delivery of services, the protection of rights, and the appetite for economic investment in Jordan. To overcome these challenges the Government of Jordan’s (GOJ) institutional checks and balances must be strengthened, government-citizen communication mechanisms must improve, and the decision-making process must become more transparent.

PROJECT OVERVIEWS

USAID’s Public Accountability and Justice Strengthening Activity will support the achievement of King Abdullah’s vision for increased accountability and effectiveness of public institutions in Jordan. The Activity will strengthen the transparency of public institutions within the GOJ and increase institutional efforts to protect human rights and contribute to Jordan’s journey towards public sector reform. The Activity will support both sides of supply and demand for increased accountability and effectiveness. Institutional support of key public institutions will promote public integrity, access to justice, and effective protection of legal and human rights for all citizens, while support to civil society and private sector actors will increase demand for reforms related to government accountability and the effective protection of all individuals’ rights.

EXPECTED RESULTS

  • Public sector reform initiatives, arising from the Public Administration Modernization Committee roadmap, implemented.  
  • Advanced recruiting, hiring, retaining, promotion, and other human resource management processes that are based on merit, equity, and aptitude developed and adopted through partnership and technical support with the Civil Service Bureau.  
  • The Institute of Public Administration becomes the GOJ leader in building human capital across all ministries and institutions so that GOJ restructuring, and modernization plans have a cadre of public sector employees with the skills to successfully execute this transformation.  
  • Systems, procedures, and policies that promote public integrity, ensure transparency, improve efficiency, and promote government-citizen dialogue developed and adopted through partnerships and technical assistance with public institutions, such as the Legislative and Opinion Bureau, the Audit Bureau, and Jordan Integrity and Anti-Corruption Commission.  
  • The organizational and institutional tools of the Judicial Council and its Secretariat are developed allowing them to achieve full independence and efficiency.  
  • Specialized courts (with a focus on commercial courts, custom courts, and tax courts) efficiency and effectiveness enhanced to support the business and investment environment.  
  • Capacity of middle and senior level public servants and judicial leadership increased.
