SUBJECT: Request for Proposal (RFP) No.72049720R00003 USAID/Indonesia – Local Governance Enabling Environment (L-GEE) Activity

Dear Prospective Offerors:

The United States Agency for International Development (USAID) is seeking proposals from qualified organizations interested in providing the services described in the attached solicitation. This procurement will be conducted through full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter I). USAID anticipates awarding a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with an initial task order.

The maximum aggregate ordering limitation of contracts resulting from this RFP will not exceed $38.5 million over a five-year ordering period. The maximum aggregate dollar value of task orders awarded to the Contractor cannot exceed this Contract ceiling. There is no guarantee on the number of task orders that the successful contractor will receive or the amount of money beyond the minimum order guarantee set forth in the RFP.

Upon award of the IDIQ contract, USAID anticipates awarding an initial task order. Task Order No. 1 will be a cost-plus fixed fee (CPFF) completion type task order for a total estimated cost of $5.5 - $10 million. Attachment 1 contains the information for Task Order No. 1. Please refer to Section L for information regarding proposal requirements including those related to Task Order No. 1.

USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns, and women-owned small business concerns in this activity, as the prime Contractor or as Sub-contractor, in accordance with Part 19 of the FAR. USAID discourages the use of exclusive arrangements as this limits USAID’s ability to receive the best services.

All types of organizations meeting USAID source geographic code 937 are eligible to compete for this award. The Geographic Code of “937” is defined as the United States, the cooperating country, and developing countries other than advanced developing countries, and excluding prohibited sources.

If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of this RFP. Offerors must also carefully review Section M - Evaluation Factors. Sections B through I of the solicitation and Attachment 1 will become a substantive part of the anticipated IDIQ contract and Task Order No. 1 with blanks to be completed by the Contracting Officer upon award. Section K - Representations, Certifications, and Acknowledgements must be filled out in full.

Proposals are to be submitted to USAID/Indonesia no later than the closing date stated above, to the email address designated in Section L for receipt of proposals. If the proposal is received after the closing date and time, or if it is incomplete, it will not be accepted nor considered unless authorized by the Contracting Officer pursuant to FAR 15.208.

This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any costs incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals. Furthermore, USAID reserves the right to reject any and/or all offers if such action is considered to be in the best interest of the Government.
