We're deeply concerned by the Ukrainian reports of what is happening to civilians in the east. We know some people are escaping Russian bombardment by moving into Russia voluntarily. And the ICRC and other international organizations are gathering lists of those people whose families are alleging to be missing, to have gone now without cell phone contact in some - in some cases for- for many weeks. And again, it is going to be incumbent on those organizations that are working inside Russia to press the Russian Federation, just as we do through our sanctions and through our global pressure to account for anybody who has traveled inside the Russian Federation. But I don't have any information on that. What I will say is that USAID is working inside Ukraine to help civil society activists, human rights activists who have received death threats or who are vulnerable to relocate, whether to safe houses or to neighboring countries in order to ensure that - that they are not subjected to this level of persecution.

The United States through the U.S. Agency for International Development (USAID) is providing an additional $13.9 million in funding to Madagascar. Of the $13.9 million in new funding, $5.4 million will go to the country’s COVID-19 response, and $8.5 million will support small and medium enterprises and economic empowerment for people with disabilities.

Yesterday, Administrator Samantha Power met with Saadia Madsbjerg, Vice-President of Global Community Affairs for The Coca-Cola Company and President of The Coca-Cola Foundation, Michael Goltzman, Vice President of Global Policy & Sustainability at The Coca-Cola Company, and Adrian Ristow, Project Last Mile Project Director, to discuss Project Last Mile (PLM), a partnership between USAID, PEPFAR, The Global Fund to Fight AIDS, Tuberculosis and Malaria, the Bill and Melinda Gates Foundation, The Coca-Cola Foundation, and The Coca-Cola Company to help improve uptake of life-saving health services and to enable medicines to go to the “last mile” and benefit communities in Africa. Administrator Power praised the long-standing private sector partnership as an example of an innovative collaboration that demonstrates the potential of partnerships between the private-sector, governments, and public health organizations.

Yesterday, Administrator Samantha Power participated in a virtual fireside chat with David Malpass, President of the World Bank Group, at the World Bank Spring Meetings high-level event on Scaling up Vaccine Deployment. They discussed global efforts to turn COVID-19 vaccines into vaccinations, including recent country successes in driving up vaccination rates and examples of progress from USAID’s work in the field. They also discussed what actions are now demanded of all stakeholders, especially to address critical COVID-19 vaccine financing gaps.

On April 28, 2022, the U.S. Agency for International Development (USAID) announced a goal to commit up to $50 million over five years, subject to the availability of funds, to the World Bank’s Childcare Incentive Fund to expand access to quality child care and early learning programs globally.

Today, as part of the catalytic global infrastructure initiative announced by President Biden at the Carbis Bay G7 Summit last year, USAID’s Power Africa announced plans for a new public and private sector alliance that will electrify an additional 10,000 healthcare facilities in sub-Saharan Africa over the next eight to ten years.

I applaud the release of the historic 2022 U.S. Interagency Report on the Implementation of the Presidential Memorandum on Advancing the Human Rights of LGBTQI+ Persons Around the World. The report puts a timely spotlight on affirmative efforts of the U.S. government, in partnership with LGBTQI+ leaders, civil-society organizations, rights advocates, and a range of partners, to defend the human rights and dignity of LGBTQI+ persons in every region of the world and across sectors.

On April 28, 2022, the United States Agency for International Development (USAID) will join the White House Gender Policy Council and National Security Council in hosting Incentivizing Investments in Global Child Care Infrastructure as follow up to President Biden’s values-driven global infrastructure initiative announced at the Carbis Bay G7 Summit last year. USAID and other philanthropic actors will announce a planned substantial commitment to the World Bank’s Childcare Incentive Fund.

The U.S. Agency for International Development (USAID) is providing $100,000 in humanitarian assistance in response to immediate needs in South Africa, following extensive flooding and mudslides throughout KwaZulu-Natal province in the aftermath of Subtropical Depression Issa. To date, the flooding and mudslides have killed at least 435 people, displaced thousands of people, and damaged or destroyed more than 12,000 houses.

Today, the Biden Administration announced that the U.S. Agency for International Development (USAID) and the U.S. Department of Agriculture (USDA) are taking the extraordinary step to draw down the full balance of the Bill Emerson Humanitarian Trust (BEHT) as part of an effort to provide $670 million in food assistance to countries in need as a result of Putin’s unprovoked invasion of Ukraine. The world is suffering from historic levels of global food insecurity, which is being exacerbated by the impact Russia's war on Ukraine is having on global food supplies. Available estimates suggest that an additional 40 million people could be pushed into poverty and food insecurity as a result of Russia’s aggression.

Today, Administrator Samantha Power met with Nick Clegg, President of Global Affairs for Meta, to discuss Meta’s efforts to combat misinformation and disinformation. During the meeting, Administrator Power discussed USAID’s support for strengthening information integrity and civil society organizations working to combat coordinated disinformation, including falsehoods propagated by the Kremlin and its proxies about Russia's war in Ukraine. Administrator Power and Clegg discussed opportunities for Meta to enhance engagement with governments and civil society in countries that face especially severe mis- and disinformation threats, as well as areas for future investment to build the resilience of digital information ecosystems in these countries.

On April 26, Administrator Power met the Mayor of Warsaw, Poland, Rafał Trzaskowski to discuss the ongoing flow of refugees from Ukraine into Poland, now numbering nearly 3 million people. Administrator Power thanked Mayor Trzaskowski and the Polish people for their tremendous generosity and continued assistance for Ukrainian refugees who fled Russia’s brutal invasion and are now living in Warsaw and other Polish cities. The two discussed opportunities for the United States and the international community to further support Polish cities welcoming refugees, especially in providing access to education. The Administrator also noted Poland's support in hosting USAID staff and operations where teams are continuing work on development programs and humanitarian assistance for Ukraine. The Administrator expressed continued support for the strong ties between the United States and Poland.
