AID DEVELOPMENT OUTREACH & COMMUNICATION SPECIALIST

The Development Outreach and Communication Specialist (DOC) reports to the Supervisory Program Officer or his/her designee, and maintains close contact with the Mission Director, all USAID/Guinea and Sierra Leone Office Chiefs and key staff, and the USAID/Washington Bureau of Legislative and Public Affairs (LPA) and Africa Bureau, in order to develop, maintain, and implement the Mission’s Communication Strategy. The DOC Specialist directly ensures close coordination with the U.S. Embassy Public Affairs Office (PAO) and other USG counterparts to advance development and foreign policy objectives through communications and outreach. The DOC Specialist advances the Mission's Communication Strategy in close collaboration with senior leadership and stakeholders, embodying USG priorities, stakeholder interests and multi-cultural differences and sensitivities. The DOC Specialist is responsible for collecting, investigating, managing, and distributing information associated with the Mission’s projects/activities, and serves as the primary organizational point of contact and liaison for information requests. Closing Date and time: June 30, 2020 - midnight Guinea local time (GMT). AID PROGRAM DEVELOPMENT SPECIALIST (BUDGET)

As Program Development Specialist (Budget), s/he provides support to the Program Office in budget planning, analysis and reporting. The incumbent prepares budget documents for Guinea and Sierra Leone, such as the Mission Resource Request, Operational Plan, Congressional Budget Justification, and Congressional Notifications. The incumbent performs budgeting, pre-obligation tasks, budget allowance and obligation tracking, and advises on program design and learning funds and administration and overhead funds. S/he further coordinates Development Objective Grant Agreement documentation and execution and maintains regular contact with host country government counterparts and USAID headquarters in Washington, D.C. Closing Date and time: March 03, 2020 - midnight Guinea local time (GMT). PROGRAM MANAGEMENT SPECIALIST

The Program Management Specialist supports the Program Office in its major tasks, including monitoring and evaluation, program planning, reporting, project design, and strategy development. The incumbent will be supervised by the Supervisory Program Officer and will interact with USAID/Guinea staff, both in Conakry, Guinea, and in Freetown, Sierra Leone. The position requires that the incumbent have excellent interpersonal and communication skills, possess an ability to work with diverse teams, and complete assigned tasks within deadlines.
