  • The Project Management Specialist (Youth and Workforce) is one of two senior FSN technical and policy advisors in the Health and Education Office (HEO) at USAID/Guatemala.
  • The Specialist holds broad responsibilities for managing USAID-financed youth and workforce development initiatives both at the bilateral and regional levels.
  • Responsibilities include strategic planning, programming, activity design, development of Statements of Work (SOW) and Program Descriptions, oversight of work plan development and activity implementation, and monitoring and evaluation of programs and activities that contribute to the Guatemala Country Development Cooperation Strategy (CDCS).
  • The Specialist is responsible for cross-sectoral coordination of youth and workforce issues within USAID/Guatemala, and contributes to the development of the youth education bilateral strategy and the design of regional strategies and programs.
  • As a recognized expert in the sector, the Specialist is responsible for representing the Mission in policy reform initiatives, especially as they relate to increased and improved investments in the multi-stakeholder efforts to improve youth development and workforce initiatives in Guatemala.
  • He/she is also a key point of contact with the USAID Latin America and the Caribbean (LAC) regional bureau, USAID/DDI/Center of Education, the US Embassy and other USGN institutions on all youth and workforce related matters.
  • The Specialist supports the Mission’s Country Development Cooperation Strategy, particularly Development Objective (DO) 1: Partner with the Government of Guatemala (GOG) and other stakeholders to increase economic prosperity, inclusion, and stability in areas with high irregular migration and DO2: Partner with the GOG and other stakeholders to strengthen effective and accountable governance to improve quality of life and reduce irregular migration.
  • The Specialist serves as the main Technical Advisor on youth issues for the HEO and as a Contract Officer Representative (COR) or Agreement Officer Representative (AOR) for flagship youth and workforce activities as assigned by the Health and Education Office Director.
  • Within the Mission’s structure, the Specialist acts as the leader of the Youth Working Group and the principal FSN youth and workforce advisor to the Office Director and Front Office.
