Guiding Data and Program Quality Improvement
USAID's investments in data and program quality improvement ensure accountability and help inform decisions about current and future HIV programming.
Through the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) program, USAID systematically collects, analyzes, and uses all available data assets through a combination of analytic, evaluation, and research methods to improve program performance and effectiveness and help inform decisions about current and future programming. Focused on ensuring accountability and enhancing impact of PEPFAR program and adapting in real-time, USAID implements a variety of data generation and use approaches, innovates, and follows the PEPFAR Evaluation Standards of Practice to meet data and program quality standards and support the efficient use of investments.
Our Approach and Results
USAID supports country-led PEPFAR programs to produce and use high-quality routine and non-routine data for evidence-driven continuous program improvement by:
Managing Quality Assurance and Improvement: Support Agency and Missions by equipping them with tools and approaches to strengthen data and program quality at the global, national, and sub-national levels.
Addressing Data and Evidence Gaps: Guide high-quality data generation to fill priority evidence and knowledge gaps through strategic planning, technical assistance, and development of innovative tools and approaches that support harmonization, standardization, and efficiency of HIV programs.
Enhancing Performance through Integrated Analytics and Data Use: Develop frameworks for integrated data use through analysis and triangulation of various data sources including routine data on HIV service delivery, quality assessments, expenditure, surveillance, evaluations, and other available information that support PEPFAR program continuous quality improvement.
Capacity Building and Training: Develop and deliver support and resources aimed at building USAID and partner capacity around program and data quality assurance and improvement, data analytics, and evaluation.
Disseminating Best Practices: Establish and leverage platforms such as the USAID Office of HIV/AIDS Center of Excellence for Quality Improvement and PEPFAR interagency Technical Working Groups to promote, facilitate and guide enhanced HIV program quality management practices and evidence use for program and policy enhancement at all levels.
