Supporting Citizen-Responsive Governance

Under the 2020-2025 CDCS, USAID will expand and deepen its partnerships with the Government of Georgia, international NGOs, and local civil society to support Georgia’s transformation into a citizen-centered democracy based on the rule of law and operating transparently and accountably at all levels, from national institutions to municipal governments in Georgia’s regions.  The new CDCS reflects the progress Georgia has already made in supporting institutional capacity building at the national level, with USAID programming shifting from a focus on the “supply side” of democratization to an emphasis on the “demand side.”  This approach increasingly focuses on supporting grassroots political participation, empowering citizens to demand that government and elected representatives better represent citizens’  priorities and interests.  USAID’s democracy, human rights, and governance programming will increase efforts to engage and empower young people, women, ethnic and religious minorities, and other underrepresented groups.
