The Siljander Amendment is a recurring restriction set forth in the armual Department of State, Foreign Operations, and Related Programs Appropriations Act. 1 First included in 1981, it provides that " none of the funds made available under [the appropriations act] may be used to lobby for or against abortion." This guidance is intended to remind USAID staff and implementing partners about the application ofthe Siljander Amendment.
