A Memorandum of Understanding (MOU) is a signed non-obligating and legally non-binding document that describes the intentions, roles and responsibilities of USAID and other actors who decide to work together to address a shared development challenge. This guide explains what an MOU is, when it should be used, and what information it should include.
Note that the information in this document is primarily targeted at USAID personnel, but is being made available to our partners to facilitate the development of public-private partnerships and other types of collaboration with the private sector.
