In line with the U.S. Strategy on Countering Corruption, USAID now defines corruption as “the abuse of entrusted power or influence for personal or political gain”. At the heart of this definition is the exploitation of power - both formal and informal - to divert, misappropriate or capture public resources, goods and access for personal and political purposes. Corruption in the health sector wastes scarce public health resources, undermines citizen trust in government, and ultimately leads to unnecessary deaths and illness. The World Health Organization (WHO) estimates that globally more than US$400 billion in health resources are lost annually to corruption.1 In low income countries, over 80 percent of people have experienced health sector corruption.2 Moreover, corruption tends to impact the poor and vulnerable most acutely.
