Climate change creates both risks and strategic opportunities. Climatic shifts pose broad risks to USAID’s investments—longer droughts undermine food security; stronger storms destroy infrastructure; the spread of mosquitos into new, warmer areas threatens global health. Responsible stewardship of taxpayer funds requires that USAID plan for and manage these risks comprehensively. Addressing climate risks proactively has other benefits—climate programming helps the US respond strategically to partner country and private sector demand signals, build stronger connections with affected communities, and create well-designed programs that pursue multiple benefits.
