The objective of this project is to design a roadmap for development of Sheberghan gas fields by drilling/reworking four gas wells, designing and installing a gas processing (sweetening) plant, and to attract private investors to construct a 200MW gas-fired power plant in Sheberghan in the form of an Independent Power Producer (IPP). During the development of Sheberghan gas fields, it is anticipated that an Afghan Gas Enterprise (AGE) will play a major role in supplying gas to the IPP. The Overseas Private Investment Corporation (OPIC) is working closely with a group of investors who have shown interest in investing in the construction and operation of a Sheberghan 200 MW gas-fired power plant.
Because coordination and collaboration among all stakeholders is essential to the success of this project, SGDP has established the Sheberghan Gas Generation Activity (SGGA) to build up the capacity of Ministry of Mines (MOM), MEW and DABS to: (1) form and enable the AGE to operate and maintain gas production, gathering and processing gas for supplying Sheberghan gas to the IPP and, (2) build up capacity of DABS (NW) to operate and maintain the transmission and distribution of electric power from the IPP and to carry out commercial power sales to residential and commercial/industrial customers in the NW grid and later into the national grid.  In order to confirm gas reserves for the sustained operation of a 200 MW gas-fired power plant, USAID has committed to drilling/rehabilitation four (4) gas wells in the Juma and Bashikurd gas fields. The SGGA will prepare tender and bidding documents and develop a Sheberghan Gas, Power, and Related Infrastructure Report that will provide details on various aspects of infrastructure necessary to support the development of the gas fields and the power plant. Finally, the SGGA is developing a critical path schedule that will provide an overview of all proposed projects to utilize the Sheberghan gas reserves, as well as the transmission infrastructure necessary to deliver electricity into the grid, identify the timelines for the proposed projects, and funding sources or gaps that will require additional financial support.
