On behalf of USAID, I am delighted to welcome you to this capacity assessment validation workshop on Cambodia’s “One Health” workforce training needs. This is the second gathering of key partners and stakeholders of the interdisciplinary One Health approach in Cambodia, with the financial support from the Korea International Cooperation Agency (KOICA). This project provides a platform for government agencies, academic institutions, and other stakeholders to meet and work towards a common goal. That goal is to build a skillful health workforce in Cambodia that can effectively respond to the threats of infectious disease that may emerge among humans, domesticated animals, and wildlife.

Over the course of the last couple of years, USAID has been defining its strategic priorities for its East Africa regional program and formalizing its relationship with the East Africa Community.  The process has been informed by extensive consultations with our regional partners, including the EAC, with a view of aligning our organizational strategic priorities.

This morning we're all talking about expanding access to affordable, reliable energy in Africa. Perhaps no continent and no sector is better positioned to leverage the combination of technological innovation and enterprise-driven development and what it can do to lift lives and build communities. And I'm confident that Power Africa is where these forces come together.

Under USAID’s Cambodia Countering Trafficking in Persons Program, Winrock International partnered with BBC Media Action to develop a program and to provide Training-of-Trainers workshops on soft skills development. The program improves the skills of workers with limited education so they can more successfully access the job market, better identify employment options, improve their communication skills, and build their confidence. This is an important part of our larger effort at countering human trafficking.

We are happy to see the great partnerships that have been formed during the project with the Royal Government of Cambodia, commercial brands, garment factories, and other key stakeholders in the garment sector, many of whom are here today. Today, we will discuss the findings of several research activities and an assessment of how the WorkerHealth project provided important family planning and reproductive health services to garment factory workers.

As Cambodia moves towards virtual elimination of HIV, it becomes ever more important to know what elements of the national program are producing the desired results and which elements require adjustment. Evaluating innovative approaches to programming and finding efficiencies take on heightened importance. This is where research and evaluation play critical roles. The USAID HIV Innovate and Evaluate Project did just that by providing relevant information to Cambodia's decision-makers at the policy, implementation, and community levels.

It gives me great pleasure in joining you to commission the water utility at Lorengelup, in central Turkana. This is one of the many activities that USAID is supporting in the region. We are proud to be part of the support for the development of this particular water system that will enable more than 5,500 people to access water.  Lack of access to safe water and sanitation services has direct health implications. Globally, more than 800,000 children die from diarrhea every year. Most of these deaths can be prevented through access to safe drinking water, adequate sanitation, and good hygiene.

Today, we’re here to learn more about Providing For Health (P4H) as a global network, to celebrate Cambodia’s achievements to date, to identify future needs and gaps in programming, and to discuss areas for collaboration in the future. In the move towards UHC, much has been accomplished.
