The Bureau for Conflict Prevention and Stabilization’s Office of Administrative Management Services (CPS/AMS) partners with Agency stakeholders to advocate on behalf of the CPS Bureau and provide specialized services strategically aligned with Bureau objectives. The Office focus is on timely solutions related to human resources, operations, professional development, and finance (budget execution).

CPS/AMS covers a range of activities on behalf of the Bureau. These include coordination and management of office space, personnel management and administration, Operating Expense (OE) budget execution, strategic workforce guidance, professional development including training, and administrative policies and procedures for the Bureau offices.

CPS/AMS is responsible for OE actions, which include developing the annual OE budget, allocating funds to CPS offices, and managing travel funds, equipment, and supplies. Operations involves a range of management services related to direct hires and non-direct hires. These services include security clearances, records and information management, and coordinating space and logistics changes. For staffing and personnel, CPS/AMS serves as the liaison between CPS offices and USAID’s Office of Human Capital and Talent Management (HCTM). CPS/AMS assists Bureau managers in developing workforce analyses and plans, processing recruitments and selections, on-boarding new hires, and coordinating staff evaluations including ILTPs (Individual Learning and Training Plans).

CPS/AMS manages Bureau-wide responses to the Office of the Inspector General (OIG) audits, Freedom of Information Act (FOIA) requests, congressional staffing report data calls, and non-direct hire data and reporting. CPS/AMS supports the Bureau with training and learning activities and establishes policies and procedures related to professional development. CPS/AMS staff engage with the training and learning community to incorporate new approaches and lessons learned into Bureau training and materials.
