Small Business Applied Research Pilot

Overview

The Small Business Applied Research (SBAR) Pilot is a field-based initiative to expand USAID’s access to emerging technology, products, services, and scientific applications developed by U.S. small businesses. Through a Broad Agency Announcement (BAA) USAID is seeking solutions that are readily adaptable to meet some of the world’s most daunting development challenges.

The SBAR Pilot is set aside for U.S. small businesses. USAID invites all qualified U.S. small businesses to submit Preliminary Concept Papers for the encore solicitation round. 

Problem Statements

Preliminary Concept Papers focused around seven Problem Statements. 

  1. CAMBODIA - Local Organizations – Movement Towards Independence
  2. CAMBODIA - Civic Tech to Strengthen Accountability for Public Services/Solid Waste
  3. CAMBODIA - Civic Tech to Strengthen Accountability for Public Services/One Window Service Offices
  4. LIBERIA - Proof of Concrete Waterproof Roads
  5. LIBERIA - Bricks for Development
  6. LIBERIA - Mold-smart Paint
  7. ZAMBIA - District Governance Strengthening

Process

The Broad Agency Announcement for the SBAR Pilot will follow a three step process:

  1. Submission and Review of Preliminary Concept Papers: Relevant USAID Mission’s will evaluate Preliminary Concept Papers, using a team of scientific and technical peers, based on criteria outlined in the solicitation.
  2. Negotiations and Final Concept Papers: Mission staff will notify selected organizations and request that they elaborate on their solution through an iterative process, resulting in Final Concept Papers.
  3. Award Determination: Based on Final Concept Papers, Missions will recommend to their respective Contracting Officer (CO) solutions to be considered for award. The CO will make all final award determinations.
