Congress passed the Nita M. Lowey Middle East Partnership for Peace Act (MEPPA) to foster better cooperation between Israelis and Palestinians and build the foundation for peaceful co-existence and a sustainable two-state solution.

The U.S. Agency for International Development (USAID) and the Development Finance Corporation (DFC) are responsible for implementing MEPPA, with USAID responsible for the Partnership for Peace Fund and DFC responsible for the Joint Investment for Peace Initiative
