Tom Delaney joined USAID in 1989. Prior to his assignment as director of USAID Mexico, he served as the deputy mission director in Egypt, Iraq and Central Asia (a regional Mission covering Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan).
Mr. Delaney’s other USAID postings were in Peru, Armenia, the West Bank and Gaza, Guatemala and Washington, as well as an extended temporary assignment as USAID's first representative in South-Central Iraq in 2003.
He is a former Marine Corps Artillery Officer. He received his undergraduate and Master's degrees from the University of Pennsylvania, and studied for 3 semesters at the Universidad Centroamericana in San Salvador, El Salvador.
