Ms. Sandra Minkel is a career U.S. Foreign Service Officer with the United States Agency for International Development (USAID) and currently serves as the interim Mission Director to Timor-Leste. She comes from USAID/Zimbabwe, where she is a member of their senior management team and the Office Director of Financial Management. In this position, she advises and guides the Mission on financial management regulations, policies, practices and procedures, as well as on the financial soundness and status of USAID programs and projects, and USAID/Forward.
Ms. Minkel joined USAID in 2000 and has over 15 years of progressive experience in financial management and international development, with extensive experience in Iraq, Nepal, Georgia and Hungary. In addition, she has experience through advisory and technical assistance within USAID, host governments, and the PVO/NGO community in the Balkans, Caucasus, and Nepal. She holds numerous USAID Honor Awards, including a Superior Honor Award and two Special Act Awards, one of which for Business Practice Improvement.
Prior to her Foreign Service career at USAID, Ms. Minkel was Assistant Vice President and Manager, Trust and Investment Operations with Wells Fargo Bank. She has served in a variety of civic and charitable organizations providing community service in the U.S., and as a team leader for National Civilian Community Corps in South Carolina. She was also a U.S Peace Corps Volunteer Small Business Advisor in Kitale, Kenya.
