Mission Director
M. Rudolph Thomas is the USAID mission director for Madagascar. He is a development specialist with 39 years of service, including 28 years in eight posts in Africa. His most recent assignments include serving as mission director in Benin, deputy mission director in Uganda, and mission director in Liberia.
Thomas is a Senior Foreign Service Officer with the rank of counselor, and has been a member of USAID’s Senior Management Group since November 1993. He holds a bachelor’s in economics from Virginia State University, pursued graduate studies in economics at the University of Maryland, and is fluent in French.
