
Richard Goughnour became the USAID mission director to Peru in June 2010. Before arriving in Lima, Goughhnour finished his tenure as mission director to the Dominican Republic in 2010, where he worked alongside the local government and the Dominican people on an assistance program to reduce poverty; protect the country’s fragile ecosystems; improve access to and the quality of public education and health services; promote good governance and rule-of-law; and build the capacity of local institutions to better serve the needs of the Dominican people.
Goughnour served as the USAID mission director to Brazil from 2002 to 2006. He also served as USAID deputy mission director in El Salvador and in Ukraine. He began his USAID career as a financial management officer in 1978 in Guinea-Bissau, and served in that capacity through 1996 with the USAID missions in Guatemala, Ecuador, and Bolivia. He holds the personal rank of minister counselor.
