Lisa Gomer serves as USAID's general counsel. Prior to this assignment, she worked as an international development consultant. She successfully led and participated in evaluations of United Nations Development Program (UNDP) and U.N. Mine Action programs in Cambodia, Sudan, South Lebanon and Guinea Bissau. She has also carried out consultancy assignments for UNDP in Sri Lanka, Afghanista, and Laos with regard to establishing government institutions and national NGOs.
Previously, Gomer worked for the United Nations Office for Project Services, serving in the following positions: chief, Global and Interregional Division; senior portfolio manager, Mine Action Unit; legal counselor, Africa Division; counselor, Policy and Contracts Division; and rules and procedures specialist, Policy, Planning and Information Section.
Gomer was co-founder and president of the nonprofit organization Himalayan Healthcare, Inc. and a corporate associate at Cleary, Gottlieb, Steen and Hamilton in New York. Gomer is a graduate of Harvard Law School, John Hopkins School of Advanced International Studies and Stanford University.
