Kevin Kelly

Mission Director

Kevin Kelly was sworn in as the mission director of USAID's mission in Guatemala in 2010.  He is a senior management specialist with more than 36 years of experience designing, implementing, and evaluating development projects in Latin America, Africa, Eastern Europe and the Former Soviet Union, including 25 years as a USAID employee with long-term assignments in five countries. 

Kelly was director in the Latin America and Carribean (LAC) region at Chemonics International responsible for supervising the implementation of a large integrated development contract in Peru, leading the preparation of multiple proposals each year, and advising staff on contract and implementation matters.  Before the LAC, Kelly was senior vice-president for the Europe and Eurasia region at Chemonics, where he supervised projects involving legal and regulatory reform, judicial partnerships, privatization and local government/decentralization, among others.

As a program/project manager and mission director at USAID, Kelly designed, implemented and evaluated projects in Latin America and Africa. As senior project advisor to the Office of Democracy and Governance in USAID's Europe & Eurasia Bureau, Kelly developed rule of law, civil society and local government projects throughout the region.

Kelly holds a Master’s in Economics and a Bachelor of Arts in Economics, both from the University of California at Santa Barbara.
