Kevin Armstrong became mission director for USAID/Benin in June 2010. A member of the senior foreign service, he has worked in international development for 30 years. Prior to his appointment in Benin, he served as the deputy mission director in Mozambique from 2006 to 2009 and the deputy director for USAID/Brazil from 2002 to 2006. Armstrong was the director of the Office of Business Development and Investment in USAID/Russia from 1998 to 2002) and agency representative for an outreach program that engaged small and medium-sized firms in the western United States with procurement opportunities (1995-98). He also worked for 11 years for USAID on health, population, nutrition and the social sectors in Central America.
Prior to joining USAID, he worked for Johns Hopkins University and provided consulting services in Brazil, Colombia, El Salvador, Guatemala, Mexico, Nicaragua, and Peru. Armstrong holds two master’s degrees: one in public health and the other in management from the Johns Hopkins University in Baltimore, Maryland. He graduated in Psychology from the University of San Francisco in California.
