Jerry Horton brings a wealth of experience in both the public and private sectors to USAID, where his responsibilities as CIO include information management, business services, infrastructure operations, and cyber security. Before joining the Agency in 2009, he served as associate director and CIO for the U.S. Mint in the Department of the Treasury.

Before joining the government, Horton spent a number of years working in the dot-com field, after progressing through the IT leadership ranks at Motorola Semiconductor, ultimately leading the New Technology Development group there. Before that, Horton led a variety of major IT projects including a large-scale technology transition for the EPA; initiation of the global customer support operation for nCube, a supercomputer manufacturer; working as a developer for Cray Computer Corporation, a supercomputer spinoff of Cray Research, Inc.; and starting the software development group of Shepard’s/McGraw-Hill, a legal publisher.

Horton graduated from the University of Colorado with a B.A. in Political Science. His studies included a special emphasis on computer science and journalism.
