Patrick also served as mission director in Rwanda (2002-2004) and as the U.S. chargé d’affaires to Rwanda (2004-2005). Previously, he served as the supervisory program officer in Haiti and South Africa, and as the deputy director of the Guinea mission.
In 1996, Patrick became director of recruitment in the Bureau for Management. Prior to that position, he was division chief in the Bureau for Asia and the Near East, responsible for development programs in Egypt and Israel. Patrick's background also includes serving as a private sector development officer in Rwanda and as a regional project development officer in Abidjan, responsible for program design and development in 13 West and Central African countries.
Before joining the Foreign Service, Patrick worked as a lending officer with the U.S. Export-Import Bank. He was also a World Bank consultant assigned to the Kenya Government.
