South Africa is an emerging market and regional powerhouse with abundant natural resources and well-developed financial, legal, energy, and transport sectors. South Africa’s substantial progress toward transformation in the past 14 years since the end of apartheid exemplifies transformation diplomacy. Despite 15 years of inclusive democracy and vibrant economy, transcending the legacy of apartheid remains South Africa’s largest challenge. USAID uses technical assistance, training and innovative partnerships to address South Africa's key constraints of high unemployment, uneven access to services, high crime rates, HIV/AIDS and other public health threats.

The U.S. Agency for International Development (USAID), in collaboration with the Department of State, produces several key planning and reporting documents that define the primary goals and progress of U.S. foreign policy, development and humanitarian assistance. A joint effort ensures that the two organizations focus on achieving common goals, finding economies of scale, and promoting new synergies. Once policy objectives are established, funding resources are aligned to meet them. Execution of the strategic plan is reported in the following performance plans and reports.
