Status of the Leland Initiative in Rwanda

	Policy Review (Objective 1): First MOU Signed September 1996. Leland co-sponsored and presented at the National Workshop on Information and Communication Technology Policy Strategy for Rwanda in December, 1998. Second round MOU signed June 10th, 1999 to support Universities connections in Kigali at KIST and the University in Butare.
	Technical Review (Objective 2): Leland Ground Station equipment is operational. Leland has provided additional connectivity assistance. On 10 September 1999, Leland connected the National University of Rwanda at Butare and the Kigali Institute of Science and Technology (K.I.S.T.) with a high-speed VSAT connection to the Internet backbone.
	Internet Applications Review (Objective 3): Survey completed and Leland has conducted an Internet training for Mission partners as well as a "Train-the-Trainer Internet seminar.
