GSA's Federal Systems Integration and Management Center (FEDSIM) has awarded a delivery order to Science Applications International Corporation (SAIC) of McLean, Virginia using FEDSIM's Multiple Award Indefinite Delivery/Indefinite Quantity contracting vehicle. This action was undertaken in support of the United States Agency for International Development's (USAID) Leland Initiative.

The Leland Initiative is a five-year US Government effort to expand full Internet connectivity in more than twenty African countries to promote sustainable development. The Leland Initiative seeks to bring the benefits of the global information revolution to the people of Africa through connection to the Internet and other Global Information Infrastructure (GII) technologies. USAID currently anticipates working with the following countries: Benin, Botswana, Cote d'Ivoire, Eritrea, Ethiopia, Ghana, Guinea-Bissau, Guinea-Conakry, Kenya, Madagascar, Malawi, Mali, Mozambique, Namibia, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe.

FEDSIM has been supporting the Leland Initiative since October, 1996, having provided space segment and Internet service access in Mali and traveled to Mali, Madagascar, and Mozambique to conduct country assessments, develop tariff structures, and develop country action plans. FEDSIM is also providing on-site technical support to the Leland Initiative Program Office in Washington, DC.

The new FEDSIM delivery order will support a wide range of Leland Initiative activities. The FEDSIM/SAIC project team may conduct country assessments, develop country action plans, acquire and install Internet gateway equipment (e.g., satellite dishes, web servers, computers, routers, UPSs, and other Internet-related equipment), train technical staff in each country on the operations and management of an Internet Gateway, and provide technical support to the Internet Gateway providers in each country.

General Service Administration procurements on behalf of the Leland Initiative: The Leland Initiative has transferred funds to the FEDSIM project of the GSA. The FEDSIM will, in turn, issue Task Orders under to contracts it has under RFP GS-KEG-9600. Companies interested in joining forces with any of the below listed Prime Contractors to furnish services to the Leland Initiative are requested to contact the Prime Contractors directly with a statement of the capabilities of your organization.
