Prepared by Research and Reference Services USAID's New Partnerships Initiative (NPI): Resource Guide Vice President Albert Gore launched USAID's New Partnerships Initiative (NPI) in March 1995 at the World Summit for Social Development. NPI is an integrated approach to sustainable development that uses strategic partnering and the active engagement of civil society, the business community, and institutions of democratic local governance to bolster the ability of local communities to play a lead role in their own development. Following a three-month participatory design process, a report was released in July 1995. Between March and October 1996, NPI was piloted in fifteen USAID Missions. The NPI Resource Guide brings together the results of this period of field testing and provides a number of programming tools to assist with the incorporation of NPI into Mission portfolios.
USAID's Participatory
Development This web site contains all of the documents (Participation Forum Summaries, Participatory Practices series, and other documents related to participation at USAID) produced through USAID's Participation Initiative. The site also provides information about the Global Participation Network (GP-NET), a listserv which provides an opportunity for USAID staff (in Washington and in the field) and development practitioners around the world to exchange information, share ideas, and discuss issues related to participatory development. Response Office of Private and Voluntary Cooperation (USAID/BHR/PVC) USAID's Office of Private and Voluntary Cooperation (PVC) provides direct support to efforts made by the U.S. PVO community and by its local partners to address critical needs in developing countries and emerging democracies. Within USAID, PVC also serves as a focal point for information about PVO capabilities and programs. The Office is a key player in the development of policies and procedures that affect these organizations. BHR/PVC is funding groundbreaking research in the area of intersectoral partnerships. Local Democracy (GOLD) GOLD assists Philippine communities bring about more responsive democratic institutions with greater citizen participation. GOLD demonstrates that decentralized systems of governance can help local communities accelerate the development process and enhance performance in the delivery of public services. GOLD represents a collaborative venture in demand-driven development assistance between a number of partners. This page provides background and contact information on the respective organizations involved in the project. World Bank Partnerships This page has synopses and contact information for four World Bank partnerships, including Business Partners for Development (BPD). BDP is an informal global network of businesses, civil society organizations and relevant government ministries. BPD aims to produce solid evidence of the positive impact of tri-sector partnerships by taking the example of a number of focus projects involving business, government and civil society organizations and providing inputs to them. The BPD Network objective is to demonstrate that these partnerships provide win-win benefits to all three parties, can be much more widely used throughout the world, and can be scaled up to national and regional levels. Other partnerships include the Global Knowledge Partnership and the International Monetary Fund. The World Bank Web Site on Social Capital This web site is the World Bank's link with external partners, researchers, institutions, governments, and others interested in understanding and applying social capital for sustainable social and economic development. This site offers links to a number of topics that relate to social capital and provides analysis of the definition and measurement of social capital. Partnerships for Poverty
Reduction This site is jointly sponsored by the IAF, UNDP, and the World Bank. The site presents the accumulated knowledge of a group of researchers and practiocioners on the effect of partnerships on povery reduction in Latin America and the Caribbean. The site contains a database of projects. The Inter-American Foundation (IAF) The IAF's strategy for the 90s recognizes that sustainable development necessitates that the private, public, and nongovernmental sectors of society work together to mobilize and focus local resources on improving the well-being of its citizens. Because funds for foreign development assistance are declining in the United States, and resources do exist in Latin America and the Caribbean, sustainable change must occur at the local, not the international, level. The IAF helps in Latin America and the Caribbean to diversify their sources of funding and lessen dependence on foreign aid. The International Forum for Capacity
Building (IFCB) IFCB is a global initiative launched by Southern NGOs (SNGOs) from Asia-Pacific, Africa and Latin America in an effort to focus on key future priorities of capacity building for SNGOs to enhance their effectiveness in addressing issues of poverty, marginalisation, democratisation and strengthening of civil society, human rights and sustainable human development. This multi-stakeholder forum is aimed at initiating a dialogue so that policies, resources, programmes and practices of Northern NGOs (NNGOs) and donors are influenced by the experiences of SNGOs. The IFCB web site is aimed at engaging social development players in an interactive experience that will help shape policies, initiate programmes and activities and evolve innovative strategies to help us achieve our collective goal of creating sustainable development--for a better tomorrow. The Esquel Group Foundation EGF, a non-profit, private foundation created in 1984, provides a variety of services to nongovernmental organizations, foundations, private corporations, and international development agencies working in Latin America and the Caribbean. Its membership in the Grupo Esquel network of entities in Argentina, Bolivia, Brazil, Chile, Ecuador, Peru, and Uruguay enhances the expertise it draws upon to provide quality services. It promotes alternative policies and programs that incorporate social equity and environmental concerns and strengthen the role of civil society. In addition, EGF works in collaboration with private sector entities to improve public policy for sustainable development, paying attention to political, economic, social, as well as natural resource, considerations. Services include research, advocacy, technical cooperation, and extensive advice regarding development in Latin America. CIVICUS CIVICUS is an international alliance dedicated to strengthening citizen action and civil society throughout the world through promoting citizen action as a predominant feature of the political, economic and cultural life of all societies; private action for the public good; and the idea that a healthy society is one in which there is an equitable relationship among civil society, business and governments. CIVICUS' purpose is to help nurture the foundation, growth, protection and resourcing of citizen action throughout the world and especially in areas where participatory democracy, freedom of association of citizens and their funds for public benefit are threatened. PACT Partnership Project PACT's mission is to contribute to the growth of civil societies--where citizens acting together can express their interests, exchange information, strive for mutual goals and influence government. PACT recognizes that when building civil society, it is neither practical nor strategic to depend predominantly on public sector resources to address the world's pressing social, economic and environmental problems. Likewise, businesses are coming to see that planned investments in social issues are in their long-term best interest in achieving bottom-line benefits-they produce better educated employees, enhance market share and improve local community relations. PACT recently formed a strategic alliance with the Prince of Wales Business Leaders Forum. Forum members include the senior executives of over 50 leading international corporations who are committed to the belief that both businesses and local communities gain from active partnerships in sustainable development. Institute for Development Research The Institute for Development Research (IDR), a non-profit research, education, and consulting organization is dedicated to promoting the participation of underrepresented and impoverished groups in social, political and economic development. IDR has contributed to much of USAID's recent experience in intersectoral partnering. In the area of improving intersectoral relations IDR helps to identify strategies and increase the capacities of civil society representatives to work with leaders from the business and government sectors to fashion effective policies, solve intransigent development problems, and foster sustainable improvements. at the Johns Hopkins Institute for Policy Studies This research center seeks to strengthen the institutional foundations of democracy throughout the world by encouraging the development of nonprofit organizations and promoting local self-government. Encompassed within the Center are several activities, each with a web site, including: The Johns Hopkins Comparative Nonprofit Sector Project; The International Philanthropy Fellows Program; and The Third Sector Project. Analysis The Workshop emphasizes the close link between theory and the practical problems of a public-policy nature. Workshop research has its origins in earlier work on patterns of organization for water resource development and the organization of government in metropolitan areas. They analyzed the question regarding how different patterns of organization affect the delivery of public services in metropolitan areas. Presently, the workshop is delving into how to conceptualize patterns of interorganizational arrangements. This site explains the core set of indicators that will be used - at a global level - to monitor performance and adjust development strategies as required. Menu of Indicators The menu includes 22 variables and 44 indicators which correspond to the six categories of the Grassroots Development Framework described in the article "New Yardsticks for Grassroots Development" by Marion Ritchey-Vance. As this menu is expanded and refined to reflect the IAF's new program strategies and standard methods and instruments for data collection are developed, this website will be updated. CIVICUS Civil Society Index CIVICUS will build on its past work, particularly its Country Profiles and the preparatory work undertaken for its State of Civil Society Report, and its global network of members and partners to create the CIVICUS INDEX ON CIVIL SOCIETY. The INDEX will advance CIVICUS' vision and conception of civil society, particularly civil society's role as a legitimate public actor. Knowledge Resource Group The KRG objective is to collect, analyze, link, and disseminate the lessons learned about partnerships involving business, government and civil society. The KRG draws from the existing base of knowledge on partnership building as well experience in developing tools and programs that can hasten the learning process and can increase the sustainability of the partnerships because lessons are being learned and applied. Measuring Social Capital IRIS offers a virtually unique perspective on economic development. IRIS researchers and consultants assist fledgling democracies and newly industrializing countries to build robust democratic, legal, and economic institutions which provide both a foundation and a guiding hand for future broad-based, stable economic growth. PACT's DOSA home page DOSA offers participating organizations concrete assessment tools and change methods suited to organizational climate and culture. The DOSA page is dedicated to helping PVOs and NGOs develop new methods to identify organizational strengths and weaknesses, interpret highly valuable data generated by the process and to translate findings into action plans for meaningful change. Research Methods Knowledge Base This is a comprehensive web-based textbook that addresses all of the topics in a typical introductory undergraduate or graduate course in social research methods. It covers the entire research process including: formulating research questions; sampling (probability and nonprobability); measurement (surveys, scaling, qualitative, unobtrusive); research design (experimental and quasi-experimental); data analysis; and, writing the research paper. It also addresses the major theoretical and philosophical underpinnings of research including: the idea of validity in research; reliability of measures; and ethics. |
