Transcription of audio clip: "I don't think development and conflict prevention are mutually exclusive. I think they're one and the same. And I think ultimately the purpose of what we're trying to accomplish today and tomorrow is to see if we can reach a consensus on whether or not this agency can pull itself together and look through the broadest path possible -- present, and to come to some consensus among ourselves what we're all about and to define ourselves more and more clearly. I think we define ourselves -- one of the problems we have on the Hill is that we define ourselves in the context of certain activities that we undertake. Is health important? Is education important? Is the environment? They're all important. As a matter of fact, everything is related to everything else. We can't just say there's one cause and there's one effect."
