Introduction

Since its inception in 1992, USAID's assistance to Eurasia has progressed from a regional program to a country-specific one. While initially the regional approach gave the United States the flexibility to respond quickly to varying needs across countries in a rapidly transforming environment, the program has matured. USAID field representation has provided improved knowledge of a country's transition situation, enabling the development of country-specific strategies. Some activities are still appropriately funded regionally when several countries are benefited. Regional activities in Eurasia are designed to complement country programs by disseminating best practices and developing stronger linkages among countries and with the world economy.

Development Challenge

Progress on democratic transition and economic restructuring in Eurasia is taking longer in comparison to Europe, bearing witness to the difficulties of implementing the fundamental changes required in this subregion. After a decade of change, each of these countries are going in their own direction and changing at varying paces. Overall, key economic and political institutions are still being developed and corruption is widespread. In too many cases, these societies are polarized between a few wealthy beneficiaries of change and a great number of people who have been unable to access the benefits of reform. At the same time, social services are woefully insufficient, adding to the burden of common citizens. The turmoil and pain resulting from incomplete reforms have discouraged citizens and led many to long for the certainty of the old Soviet days.

USAID's challenge is to stay the course with the Eurasian countries and encourage and support reformers at all levels of society. While country strategies are tailored to meet the particular needs and foreign policy interests of the United States in a specific nation, regional programs address cross-border issues and help to forge substantive linkages among the organizations and people of these nations as well as with reformers in the European transition countries. Regional programs help to break through the isolation many of the Eurasian countries continue to experience.

FY 2002 Program

USAID helps to build substantive linkages between country programs and forge ties between country practitioners through a variety of mechanisms, including: conferences, working groups, regionally-based training events, multi-country assessments and evaluations, Washington-based technical services, and Washington-based coordination with other donors. Objectives under the economic restructuring area encompass activities in privatization, financial sector and fiscal reform; energy cooperation and trade; and environmental management. Objectives under the democracy and governance rubric encompass activities in civil society; the rule of law and judicial strengthening; and local government. Objectives under social transition encompass activities in humanitarian response; health promotion; healthcare access, including infectious disease control; social sector assessment and program design services; and regional review of social safety net issues.
